La journée du 23 juin a débuté par l’acte civil, une cérémonie officielle à la Philharmonie Luxembourg. Y ont été invités, les membres de la famille grand-ducale, les membres du gouvernement, les députés ainsi que les représentants du collège échevinal de la Ville de Luxembourg, du Conseil d’État, de la magistrature et du corps diplomatique accrédité auprès du chef d’État luxembourgeois.

A l’arrivée des membres de la famille grand-ducale à la Philharmonie, la musique militaire a exécuté le Wilhelmus.
La famille grand-ducale a été accueillie par le président de la Chambre des députés, Mars Di Bartolomeo, par le Premier ministre, Xavier Bettel, et par le bourgmestre de la Ville de Luxembourg, Lydie Polfer. À l’occasion de la cérémonie officielle, S.A.R. le Grand-Duc, Mars Di Bartolomeo et Xavier Bettel ont prononcé un discours et ont procédé ensuite à la remise de distinctions honorifiques à des personnalités du monde civil, dont la famille de la policière décédée il y a deux semaines dans l’exercice de ses fonctions, la commissaire Yasmine Grisius.
L’encadrement musical a été assuré par l’Orchestre philharmonique du Luxembourg sous la direction de Pierre Cao, ainsi que par le chœur de l’Institut européen de chant choral Luxembourg (INECC), le chœur de chambre et les Pueri Cantores du Conservatoire de la Ville de Luxembourg, et un ensemble de cuivres.
